Background
Hong Kong is the world’s most expensive housing market, as well as one of the most densely populated and financially unequal cities in the world. To solve the housing crisis, In 1980, the Hong Kong Housing Authority launched the first batch of public rental housing in the Home Ownership Scheme.
Public Rental Housing in Hong Kong is a set of mass housing programmes through which the Government of Hong Kong provides affordable housing for lower-income residents. In Hong Kong, public rental housing accommodates nearly half of the total population, of which most are elderly or financially less capable to afford air conditioning, and thus are more vulnerable to poor air quality conditions.
Challenge
By the end of March 2021, over half of public rental housing flats were older than 26 years, while the average living space of public rental housing tenants in Hong Kong was 13.5 square meters per person. Such old and limited space has restricted air circulation, which may result in excessive concentrations of indoor air pollutants include volatile organic compounds (VOCs) and particulate matter (PM), and carbon dioxide (CO2), thus bringing adverse health impacts on the tenants like reducing cognitive performance, cause fatigue and irritation, and even increase the heart and respiratory disease risk.
To improve public health and guarantee the tenants’ rights, an accurate IAQ monitoring system using IoT capabilities should be considered to come with the PRH.
Solution

In this way, the Hong Kong Housing Authority and Department of Health is able to monitor PRH buildings for signs of poor indoor air quality and checking whether data collected during home visits and local inspections identify vulnerable people and other neighboring or similar types of properties that may be at risk, that also making a significant progress of public health improvement strategy.
